well... if I were betting on it... and all connections are still plugged in... the power supply has died. In the ATX standard for power systems, there is a wire... once the motherboard tells the power supply to turn on, the power supply has a feature built in that tells the motherboard that the power it is sending out is currently within the tolerances of the atx standard. That is the power good or power ok signal. It is done within the power supply, however, if the power supply does not supply that signal, the motherboard will not "power on" even though it truely does have power. On the other hand, if the signal is sent correctly from the power supply, but the motherboard does not receive it correctly (blown chip, capacitor, or resistor) it will not power up. I have also seen on a few occasions, that if the video card is bad, or a ram stick is loose, the computer will "power on" (green lights, fans etc) but it will do nothing.
as for a bios bomb, well, I highly doubt that. If a virus were to "nuke" your bios... it would have to be designed to reflash to a specific motherboard... blah blah blah... Simply put, it would be very complex, and it wouldn't work on EVERY computer... that's why they really aren't seen much in the wild anymore. I mean, why would a hacker waste time coding a low level bios virus when now... an os virus is just as, if not more effective (90% of things you can do in the bios, can actually be adjusted by windows...). In my 13 years of messing with computers... I have yet to actually see damage from a "bios bomb".
so, I would highly suggest that you check all connections to the motherboard (all pci, agp, pci-e, sata, ide, power, and ram). If that is the case, I know it sounds terrible, but try "parting"... first 3... video card, ram, and power supply (if you have extras of those). If none of that works... then it is dead... and most likely it is the motherboard fried.
